Use of the Silver Creek Conservation Club premises is a privilege that can be revoked for unsafe or inappropriate conduct. ALL Club Members, Family Guests and non-Family Guests — WITHOUT EXCEPTION — must acknowledge, meet and adhere to all of the following Rules, Regulations and Conditions.

As a condition of Membership, any violation of Club rules and regulations or unsportsmanlike conduct by the Club Member or Guests will result in expulsion of the offender and disciplinary action against the Club Member up to and including termination of membership privileges.

Section 1: Club Members And Guests

  1. All Club Members and Guests are required to be of good character and reputation. No Club Member or Guest may have any felony or misdemeanor domestic violence criminal record; be prohibited from handgun ownership by State or Federal Law; nor can be a member of any organization which has as any part of its program the attempt to overthrow the Government of the United States or any of its States by force or violence; and no Guest can be a person banned from the premises by the Club.
  2. The maximum number of combined Guests (both Family and non-Family) allowed on Club premises at any given time may not exceed 4 Guests per individual Club Member. The maximum number of non-Family Guests allowed at any given time may not exceed 2 Guests per individual Club Member. The maximum number of Family Guests allowed at any given time may not exceed 4 Family Guests per individual Club Member.
  3. Club members are responsible for the actions and behaviors of their Family and non-Family Guests at all times while on Club property. Club Members are subject to disciplinary action and loss of membership privileges as a result of the actions and behaviors of their Guests.
  4. Club Member will ensure that each Guest, both Family and non-Family, receives a copy of the SCCC Range Safety Rules and Regulations. It is the responsibility of each Member to review and enforce the Range Safety Rules and Regulations with their Guests prior to being allowed to use Club facilities. Failure to review and enforce the Range Safety Rules and Regulations with Guests will result in disciplinary action for the Club Member.
  5. Club Members will ensure that each Guest, both Family and non-Family, signs and submits an Annual Wavier and/or Release of Liability Form prior to being allowed to use Club facilities. Either paper or digital Waivers may be submitted. Failure to submit a Release of Liability Form will result in disciplinary action for the Club Member.
  6. BY submitting the Annual Waiver, each Guest acknowledges that he/she is an invited guest of a Member of a private Club; that access and use of the Club premises is conditional and subject to all Club rules; their presence can be terminated at any time by the Club Member and/or a Club Officer or Board Member; and if told or requested to leave the premises, the Guest agrees to do so immediately.
  7. No Guest is allowed onto the premises AT ANY TIME EXCEPT IN THE COMPANY OF THE SPONSORING CLUB MEMBER.
  8. At no time will any Club Member leave or allow the front gate to be left open/unlocked; allow unaccompanied access by any non-member; or provide any gate code, key or card to any non-member.
  9. Every Club Member must carry her/his membership card at all times when on Club premises. Any Club Member is authorized to ask any individual to show her/his membership card and photo identification. If the person does not have a membership card or photo identification, the Club Member can ask the person to leave the premises and the person without valid proof of membership must comply. Failure to comply with such requests may result in law enforcement authorities being summoned to escort the person off Club premises, and if the person is a bonafide member, may result in disciplinary action against them.

Section 2: Range Safety, Rules And Regulations

Rules Of Firearms Safety

  1. Treat All Guns as Though They are Loaded.
  2. Never point the muzzle at anything you are not willing to destroy.
  3. Always keep your finger off the trigger until ready to shoot.
  4. Always be sure of your target and what is beyond.

Cold Ranges

All SCCC Ranges, Bays and shooting areas operate as COLD RANGES. SCCC rules COLD RANGES are as follows:

  • All firearms must be unloaded at all times.
  • Handguns must be holstered at all times or clearly visible with actions open and muzzles pointed safely downrange.
  • Shouldered firearms must at all times be clearly visible with actions open and muzzles pointed safely downrange.
  • Unloaded firearms may only be handled in SAFE ZONES or on the firing line.
  • Practice reloads may only be performed on the firing line.
  • Loaded firearms may only be handled:
    • On the firing line, facing downrange, preparing to shoot.
    • While actively engaged with shooting
    • When loading and unloading of a personal defense gun on the firing line of a cleared bay with muzzle point safely downrange.
  • Loaded firearms may only be carried:
    • On the firing line, when preparing to shoot.
    • By lawfully authorized individuals present in shooting areas for non-shooting activities, provided that handguns remain holstered at all times.
    • By lawfully authorized individuals outside of shooting areas on SCCC property, provided that handguns remain holstered at all times.

Safe Zone Rules

Handling of UNLOADED firearms may only be done in areas marked SAFE ZONES. SCCC rules for SAFE ZONES are as follows:

  • Safe Zones are defined as areas that may be used to pack, unpack or holster a gun, cleaning or repairing a firearm, and to practice drawing and dry firing.
  • All SCCC shooting areas will have areas designated as SAFE ZONES.
  • Ammunition may NOT be handled in safes zones. This includes dummy rounds, snap caps, simunitions or any type of training ammo.
  • Magazines may NOT be handled in safe zones.
  • Loaded firearms may NOT be brought into safe zones.
  • Firearms may NOT be loaded or unloaded in Safe Zones.

General Ranges Rules

  1. HOURS: Ranges are open for general use 7 days a week from one hour after sunrise to one hour before sunset. Shooting activities after dark are PROHIBITED.
  2. SAFETY: The basic rules of firearms safety will be observed at all times
  3. SAFE ZONES: Handling of UNLOADED firearms may only be done in areas marked SAFE ZONES.
  4. COLD RANGE: All SCCC Ranges, Bays and shooting areas operate as COLD RANGES.
  5. FIREARMS AND AMMUNITION: items strictly PROHIBITED from use include:
    1. All fully-automatic weapons
    2. All large arms
    3. 50 BMG
    4. Tracer, incendiary, steel core and exploding ammunition.
  6. HIGH-POWER CENTERFIRE: high-powered, centerfire rifles and pistols may only be used on Bays 8-12 and the multi-purpose known distance range. Bullets from HPCR may only impact the rear berms and may not be shot into the side berms or impact the ground.
  7. SHOTGUNS: shotguns firing slugs must follow the same rules and restrictions as those for high-powered, centerfire rifles.
  8. MUZZLELOADERS: muzzleloaders use smokeless powder must follow the same rules and restrictions as those for high-powered, centerfire rifles.
  9. IMPACT: Targets must be set to a height that ensures bullets impact the berms. Targets may NOT be set in a manner where bullets impact the ground. Shooting must take place from 5 foot and further from the inside of the bay. Shooting from outside of the bay is PROHIBITED.
  10. TARGETS: Targets must be made of paper, cardboard, stationary or reactive steel targets or other targets approved by the Board. Shooting at targets of opportunity (glass bottles, cans, wildlife, rocks, barrels, etc.); targets designed to be placed on the ground (self-healing, bouncing or ground reactive targets); or exploding is PROHIBITED.
  11. STEEL DISTANCE: steel targets may NOT be shot at distances less that 7 YARDS for handguns and PCC and 100 YARDS for high-powered, centerfire rifles and pistols.
  12. SUPPORTS: Target stands and sticks are to remain in the bays were they are located and not moved to other bays. Additional stands and sticks can be requested/obtained from Club officers or Board members. Disassemble and stack stands and sticks in the bay and return to designated racks when finished shooting.
  13. CLEANING: Members are responsible for cleaning up the bay they used. This includes picking up all trash, removing shell casings or hulls and returning target materials to the designated areas.
  14. TRASH: SCCC property operates as Carry-IN, Carry-OUT. If you bring it in, you take it out. There are no trash containers available on the ranges. Members will clean their bay and dispose of all trash.
  15. PROTECTION: Shooters are required to wear both hearing and eye protection at all times when on shooting ranges.
  16. TRAP RANGE: Firing rifles, pistols or muzzle loaders anywhere on the trap range is PROHIBITED. Only one shell is to be loaded at the Trap field unless shooting doubles. An orange safety marker is placed above the trap house to indicate that personnel within the trap house want to exit. All guns must be unloaded and pointed down at this time.
  17. MATCHES: Use of pistol bays that have been set up for scheduled matches is PROHIBITED; targets, stands and props will not be used or removed.
  18. SCCC is not held responsible for any theft, loss or damage of personal articles.
  19. EMERGENCY: In the event of an emergency on Club premises:
    1. Call 9-1-1. Speak firmly and calmly. Give the dispatcher the Club’s address AND the gate code.
    2. Render aid, if possible.
    3. Facilitate the arrival of First Responders; if possible, meet them at the gate and escort to victim.
    4. Unload and secure all firearms.
    5. Notify a Club Officer or Board Member as soon as possible.
  20. ACCIDENTS: All accidents and injuries occurring on Club property or at Club events must be reported to a Club officer. A written account will be submitted if requested.

Section 3: General Club Rules And Regulation

  1. All Club Members and Guests must obey all Federal and State laws in addition to the rules as set forth by the Board of Directors.
  2. All Club Members and Guests must demonstrate attitudes of handling firearms in a safe and responsible manner and engage in appropriate behavior at all times.
  3. Any Club Member consuming or allowing a Guest to consume alcoholic beverages or use illegal drugs on Club premises will be expelled permanently from the Club.
  4. Any Club Member or Guest handling, carrying or discharging firearms while noticeably under the influence of alcohol, illegal drugs, prescription drugs or nonprescription drugs will be expelled permanently from the Club.
  5. All Club Members entering or leaving Club premises will lock the gate after passing through, except when organized Club competitions and practices are being conducted.
  6. The speed limit on Club grounds is 15 MPH. Driving on grounds other than existing roads and parking areas is prohibited except when doing grounds maintenance.
  7. Climbing, walking or driving on pistol range berms is PROHIBITED.
  8. The Club is not responsible for any accidents to members or their guests.
  9. Club members are responsible for the actions and behaviors of their guests at all times.
  10. All Club Members must properly supervise their children and pets at all times.
  11. Unattended, open fires are prohibited.
  12. Theft or vandalism of Club property is grounds for prosecution.
  13. No outside corporation or individual for profit may operate within SCCC without expressed written permission from The Board.
  14. Club Members who observe any other member to be in violation of any rule or regulation are REQUIRED to verbally advise that member that she/he is in violation. The Club Member will ask the offending member to put her/his firearms and ammunition in her/his vehicle and depart the premises. The incident shall be reported to a Club Officer by both parties, and both shall submit a written account of the incident to the Club President.
  15. Club Members are REQUIRED to report any illegal activity they witness on Club grounds to the appropriate law enforcement agency and to a Club Officer. Members shall also report any violation of any Club rule, regulation or operating procedure to a Club officer. A written account of the illegal activity or violation may be required. Failure to comply with these requirements may subject the non- reporting member to disciplinary action.
  16. Manipulation, Tampering, Disabling or Destroying SCCC security devices and property will result in immediate membership termination.
  17. The rules and regulations of Silver Creek Conservation Club are subject to change without notice.

Section 4. Multi-Purpose Known Distance (MPKD) Range Rules

  1. General use of the Multi-Purpose Known Distance Range must conform with all other existing SCCC rules and regulations.
  2. Firing is only authorized into the engagement berms. Targets must set so that bullets directly impact into the berms and may not be allowed to impact the ground.
  3. The utmost care must be used to prevent any projectile from going into “Restricted Engagement areas”. This includes all areas adjacent to and above the engagement berms.
  4. Target stands and targets will be cleaned up and removed from the MPKD range immediately after use.
  5. Firearms may only be discharged from the concrete pad of the firing line. Prone, kneeling and standing positions are permissible from the open spaces between the shooting benches. Hip shooting is not allowed on the MPKDR.
  6. Shooters should aligned their shooting position with their downrange targets. Longer range shooters should position themselves to the left side of the firing line and shorter range shooters should position themselves to the right side of the firing line.
  7. The MPKDR uses a flagging system to communicate the condition and occupation of the range. The flagging system is as follows:
    • Red flag = occupied, hot range. shooting is authorized.
    • Green flag = occupied, cold range. firearms may not be handled.
    • No flag = unoccupied, range not in use.
  8. When range is occupied, a red flag must be posted for others to know that the range is hot. Shooting is authorized and no one may be forward of the firing line.
  9. A cease fire may be called at any time, by any shooter, for any reason. When multiple shooters are occupying the MPKD range, communication between all shooters must be acknowledged when the range is cold or hot.
  10. When a cease fire is called, the red flag must be lowered and a green flag posted to for others to know the range is cold. Shooting and handling of firearms are not authorized.
  11. Firearms must be visibly unloaded and placed on the firing bench once a cease fire has been called. Firearms must either display open actions or a chamber flag. Firearms may NOT be handled in any manner (maintenance, cleaning, unbagging, etc.) during a cease fire or when a green flag is displayed. Violation of cease-fire rules are ground for dismissal from SCCC.
  12. When the range is empty, no flag should be displayed. The last person to leave the range should lower all flags.
  13. Vehicles are not authorized for use past the firing line.

Section 5: Property Use Policy

SCCC property is intended for use by its membership and events specifically approved by the Board.

All requests for the use of SCCC property must be submitted as a written proposal to the Board.

Written Proposals Should Include:

  1. Brief explanation of the mission and purpose of the submitting group
  2. Summary explanation of the overall purpose of request
  3. Detailed outline and explanation of proposed activities
  4. Specific date(s) requested
  5. Anticipated number of participants that will be on property
  6. Summary explanation of safety protocols, including expected number of qualified or certificated instructors (training and educational usage) and safety officers (all usage) during property use.
  7. If applicable, explanation of who will be responsibility for any minors
  8. Proof of liability insurance and coverage amount
  9. Explanation of the distribution of any proceeds
  10. Any additional expectations or commitment requests from SCCC
  11. Any opportunities for SCCC members to either participate or volunteer
